The InterRegio service was introduced in the early 1990s by Deutsche Bundesbahn as a new category of long-distance trains. It connected medium-sized cities, offering a level of comfort between regional trains and premium services such as ICE and InterCity.

Due to frequent direction changes at major hubs such as Stuttgart, Munich, and Friedrichshafen, driving trailer coaches were introduced in the mid-1990s. This allowed faster operations without repositioning the locomotive. One notable service was IR 461 Trier – Innsbruck, which operated partly through Austria along the Arlberg route.
